Just how our physical universe works– fundamental physics, together with physical properties (dimension, form, rate, gravity, etc) of physical things.
What it resembles to be– subjective experience of the entity.
Scenario in the physical universe– which defines the location of the entity both spatially and temporally.
Recognition of other entities– self-identity, the existence and separation of other entities.
Interaction and relationship with various other entities. Policies of interaction and communication, recognition of habits. Actions modeling for prediction.
History of existence, memory, desire to understand exactly how self entered into being.
Questions about future existence. Making sure continued existence. Self preservation. Self defense. Acknowledgment of the capacity for extinguishment of existence.
Concerns about the definition and purpose of presence.
Planned activities based upon holistic assessment of experiences.

So now I would expect an independent mindful normally qualified artifical intelligence to have almost all of these qualities and have a telepresence in a robot body. I would wonder about whether it had real inner feelings, feelings and such, however that would be difficult to figure out if they/it were meticously simulated.
So there you have it, every little thing required for a “mindful” simulated artificial entity to be mindful! I’ll allow you make a decision exactly how far we are from that.
Addendum: I lately heard something that in some way resonated with me and this subject. “There is just recognition. Awareness itself. Doesn’t assume, does not feel. Doesn’t need to do anything, yet it realizes and knows it is mindful innately, straight. Does not need to assume, doesn’t need to take itself as a things.”– Zoran Josipovic. This is about as deep as I have actually heard consciousness described. If it has some of these residential properties, perhaps that might be just one of the reasons it is so evasive to specify and recognize.
